This circuit is a simple blocking oscillator, formed by the transformer and the first transistor. The 2nd transistor is configured as an emitter follower to provide buffering between the oscillator stage and the output. An LED is used as a load for demonstration purposes. This is a classic design. and stages like this, using vacuum tubes and later BJTs, were used in television sets and other appliances from the 40s to 70s.
