for a real life implementation i would used debounced switch to count up/down, and the counter inputs 2,4 must be pulled to ground to indicate a LOW. CMOS does not like floating inputs while TTL would see open inputs as HIGH which will result in 'F' when counting backward from '0' instead '9' for a Base 10 counter, "simple".
