Simple voltage attenuation for 7-10 volts change the VR or add a inline fixed resistance for more control. Use this in place of a zener diode to handle more current.

The capacitor seriously slows down reaction to pot adjustments.

This is a modified version of a line stabilizer, the cap is to help smooth any ripple voltage from the bridge diode.
