Left flip flop holds least significant bit, right flip flop holds most significant bit. Display via LEDs (top for most significant bit, bottom for least significant bit). Grounding switches closed to Data lines of both flop flops to provide an initiating value to the flip flops, open grounding switches after initialisation to begin evaluating the behaviour of the counter. Input in top left corner. If input = 0, count up. If input = 1 count down.

output connected to ground means short circuit the output and might destroy the FF

if you want inject a LOW signal for the following input, just place a 1k resistor between out- and input and pull down the input.
