Resonant frequency of LC tank is set near 1MHz. A little noise will begin to saturate the op amp output, kicking the tank and making it resonate. When the tank voltage springs back, it will cross the op amp threshold and cause it to saturate to the opposite voltage, kicking the tank again. Ad infinitum
