Imagine the blue LED is an ADC or Arduino analog input. Signal from -5 to +5 is biased 0 to 5. This is clamped by the zener diode, so voltages to the input above 5V will be clipped. Finally, an op amp acts as a buffer. This regulates current flow to the ADC.
