If you are sure the circuit is wired correctly, then my guess is the opamp is causing the problem. I've noticed that EC seems to have problems with rail to rail voltage on opamps.

That's because the rail-rail is built-in. Select the opamp and then the key icon, twice, and adjust the voltage. Maybe help out. Also make sure the transistors are properly connected. Base, emitter etc...
