Line voltage from wall outlet to power NE-48 neon bulb through diode and 33 K ohm resistor ( 1 watt) for 60 cycle per second strobe. Vibrating wire above neon bulb should be motionless when tuned to 60, 120, 240, ext. Tune little by little, until slow wavy motion turns steady. Other frequency needs could be worked out.
