Can someone explain what the Capacitoris doing when the circuit is turned off

Non working circuit with a Capacitor that I have no idea about what it is doing

Nothing, change the lamp to e in parallel with the capacitor and increase the capacitor value to 10uf or more and you can see it discharge. Ex. Lamp ground connection to battery positive, Ground connection to bottom of capacitor and lamp connection point. Showing an LC circuit http://everycircuit.com/circuit/6011425823391744

Makes cents I think with this knowledge I may be able to use Capacitor in beter and more knowledgeable ways to make my circuits better
