This is a Basic E-load Constant current setup. I have implemented and tested this setup real world works good, with a few tweaks large heat sink works amazing, great for a hobby lab bench.

But why are you powering the reference voltage from load? I would do that from a separated supply you need anyway for the opamp and the ability to drop the load voltage as close as possible to zero! So needs some work to go for a real implementation. I would also add an Resistive mode and a modulator input
