Put a resistor from the input to ground, or a two way switch on ground/positive source. Floating logic isn't considered a "0", it's an "undefined". It needs to be positive or negative input. That's how logic gates work is a digital function, means it can't be between. TTL can be a positive input, but the gates doesn't define how, just the logic.
