The layout of the 555 is not the same as normally drawn in publications, blow it up and look at the pin numbers and names. Also a transistor with an earth on both it's emitter and collector is not going to do much. Sort those two errors out first and then you can then proceed.

You can not put a voltmeter in series with anything. A voltmeter ( oposit to sn ameter has vrry high input imprdance. So it is like open cct.)
