Threshold = Vref × R2/R1 = -15 × 1M×100k = 1.5V Negative clamping level= -(+Vsup) × Rb / Ra = -15 × 10k / 15k = -10V Positive clamping level = -(-Vsup) ×Rb / Ra = +15 × 10k / 15k = +3V Vout = -10V for Vin > 1.5V Vout = +3V for Vin < 1.5V The slope of the transition is determined by the slew rate of the operational amplifier. The set points, of course, must be within the normal VOH and VOL of the operational amplifier.
