Take two 1 volt batteries in series you get 2 volts. Here both capacitors get charged to 5 volts at once. The Square Wave pushes the voltage of first capacitor up. Current starts flowing to second capacitor. Second capacitor's charge and voltage goes higher. Because of diode behind second capacitor it stays at higher voltage.
