Given a signal with an offest you can use a capacitor to block the offest from the signal.

You can alternatively use a coil to decouple DC offset from a given circuit. This is often the way they use to bias transistors to work in class C, by providing a DC path for stray DC base currents that occur from the rectifying effect of the transistor, where DC is lead to ground while AC is blocked from being grounded.
