Okay to make this, start my getting one of the following for each digit of each: Counter, Bin to 7 seg, and 7 seg display. After you have that, connect all of them together like you would a regular counter in hexadecimal. Then you get a and gate for each digit. Connect the two inputs to the B and D output on the counter.
