In real construction change value of the capacitor to set needed speed of stepper and replace bulbs by driver + winding.

7408 - Quad 2-input AND gates - 1;
ULN2003AN - stepper drivers - 1;
555 - timer -1.

although a decade counter might do the same job easier

The analog circuit can generate pulses from say 100 Hz to 1 kHz or 1 to 10 kHz. Decade digital counter can counts up to ten only.
