It's a simple bit adder using only logic gates. Probably not the most efficient design. The result is shown by the leds on the right, the input can be set by the switches, 5 bit for each number.

Well done. Neat layout. To avoid confusion, however, please note that convention specifies the MSB as the left-most bit and the LSB as the right-most bit. Your addends are ordered reversed from this convention.
