10 hertz burst is too low for many to hear. Increase frequency closer to 1000 hertz where most human hearing is most sensitive and sounds loudest to most people.

I posted this same circuit a while back- "Red Alert no.2". Component values look the same. I set the clock to 100mS and the scope is saying 66.7Hz I think. But at full speed it also says 10Hz. However I've also breadboarded this circuit and trust me, whatever frequency it is, it's audible and plenty loud!..
