oscillator - question

I heared that oscillator is an amplifier with its output fed back to its input while going through a frequency filter and matching phases .. is this thing the same?

Yes, its an Meißner oscillator

The output voltage is the voltage at the collector of the transistor this voltage is filtered by the LC tank circuit (the transformer secondary and the capacitor), since the output voltage at the collector is out of phase with the input the transformer primary is connected to the base in a way such that the applied base voltage is the inverse of the collector voltage.
