Capacitor's impedance decreases with increasing frequency. This low impedance in parallel with the load (1kΩ resistor) tends to block high-frequency signals from getting to the load
Blocking a signal from getting to certain load can be done in two ways:
1. high impedance in series with the load
2. low impedance in parallel with the load
