The NE555 is  working as a clock generator. The output signal is send to  the up counter input of e 4 bit binary counter. The binary exits of this  first counter drive ab binary encoded voltage divider with 1, 2, 4 and 8  kOhm. It causes a stair shaped voltage in time domain. The OP amp is  used as a compairator. If the stair voltage exeedes the voltage of the  non inverting input of the compairator the inverted output signal   triggers the load input from the second counter. This counter is working  as a latch and holds the actual number of counts for the display encoder.
