Why are all the secondary voltages in phase? You use a FM16 meter for self contained severe and a FM9 for transformer rated service (current transformers for greater than 400A per phase). Each meter will have 3 current elements and 3 line to neutral voltage elements.

Okay do yourself a favor. Add a small resistance and a switch to each primary. Add some load on the secondary. Pull in one phase at a time. It will work fine.
