This is a diagram of a TN-C-S System with 230V and 50Hz. You can see, that the N is carrying no current if the load of all phases is even. If you flip the switch and put more load on one of the phases the N has to carry a current.
You can also see what happens if there is a fault and a phase is connected to the PE.
