Astable to monostable to astable.  First astable potentiometer sets pulse timing for monostable.  Potentiometer on monostable sets pulse length to drive final astable.  Change capacitor on final astable for led flash rate

Careful changing potentiometers may cause circuit to fail, if the first astable tries to pulse when the monostable is still pulsing. Trying to figure out a fail safe for that...
