Massive improvement over the previous half baked idea. The bit in the upper left selects between parallel-load (low) and active shift (high) modes, and the four bits across the top are the data bits.
The logic input in the upper left corner is the parallel load command, and below it is the shift command. I added logic to prevent both from being active at once.
