Turn on the switch on. It steps up from 5 volts to high voltage (inaccurate voltage). It pulses from the transistors to amplify to the transformer. The capacitor osculates it between pulses.

Put a 1k resistor on the output and see the voltage. It gives 2.8ma e.c is rubbish with these circuits.

It's only at 2.8 volts.
