This is basically a modified instrumentation amplifier. The 3:1 diff-amp resistor ratio splits the supply by adding the input voltages and subtracting half the difference in 1 step. The two extra feedback buffers provide pseudo-isolation. This circuit is useful for generating a virtual ground because the various internals can be given different isolated supplies for dealing with large voltages, multiple ground offsets, or isolating side-effects.
