Finally got this working
My problem was that the LED came on and stayed on I was convinced all all the components were identical as the circuit I had copied
FIX
turned out the circuit timing was different the freq needed to be 40ms/s
NOT 2.36 ms/s
every time I fiddled with the circuit it would reset eventually it may have blinked if I had left it long enough
changing the value of the resistor between pins 2 and 7 alters the frequency of the output
