270 by rc network is 90 degree to much to oscillate. 180 you get fix from transistor and the RC network will find its point by additional 180 so all in all you get 360. Keep in mind there is a very importante precondition to oscillators: the complete round trip phaseshift modulo 360 is always equal 0!

You are right. The phaseshift of the network is 3 times 60°. That determs the resonance frequency.

I'm glad you got this working. I had problems until I saw your circuit. No 3rd resistor in the phase shift network. I tried adding one but it didn't work. I also added 1 Ohm resistors at base and emitter to measure currents. Gain on the PNP was about 300!
