Positive DC to negative DC

What's the advantage of this kind of inverter over switching the positive and negative terminals of a standard DC source?

Sometimes you have regulated high DC voltage like 24 volts and you need - 10 or - 15 volts to oprerate op-amps and it has to be enough amps for many opamps. Thats when you use this kind of circuit.

You cant just switch around terminals to get - DC for operating opamps. As far as i know you get to short circuit any where along the road.

Maybe i am wrong correct me.

As far as i know dc terminals never give volatage between balck terminal and yellow terminal as negative voltage.
