Suppose to step the output up past the input voltage, by turning the switch on and off rapidly. With the switch closed current flows into the inductor and induces a voltage and I got a 10 ohm resistor so I won't short my power supply. When the switch opens the voltage goes to the capacitor and the induced voltage in the inductor also goes to the capacitor thus that is how you have more V out than V in and the diode is there to keep the capacitor from discharging. How fast your voltage steps up depends on your inductor and capacitor size. As the capacitance goes down the more voltage it can store
