This only counts to 8. Connect pins a and d to the input of an and gate, then the output to the reset, this will make it count to ten. Any questions look at my circuits, I have a three digit counter.

It counts from 0 to 8. This makes 9 differnet states/numbers, and this is N modulo 10, right?

If the period of the lower logic train is increased to 10 ms , then the display does count upto 10 .
