The most efficient 14mA source

Changes the voltage from 10 volts all the way up to 100 volts(left two way switch) and also change the LEDs from 3 to 1 in parallel(right one way switch) It stays at 14mA(.014A), only off by .1mA(.0001A) of accuracy.
