The output is the wiper of the potentiometer. So it's not connected to anything. Use a 1M resistor from the output to ground to simulate the impedance of another pedal, or an amplifier. You probably won't ever see a full 1V signal coming from guitar pickups (that'd be about max for REALLY hot pickups, if you were banging on the strings pretty hard). Try about 350-500mV.
