Control DC motor speed with relay. How can I improve it?

Don't use a relay. Use a p channel mosfet for the motor switching. Or (preferably) use an N channel mosfet to low side switch the motor. Also use a higher frequency such as 1kHz and a proper PWM. Perhaps a 555 configured for PWM.

Switching a relay that fast is not a good idea.

I wouldn't use a relay. As sean said, use a P Channel Mosfet or an N Channel Mosfet. I have used a Sziklai pair in a driver I made for a motor in one of my posts. Also, when using a relay, motor, or a device with a coil, remember to either put a diode or a cap or both to remoce EMF feedback and avoid a voltage spike.
