One relay driving another relay. When the circuit is on and switch open, no signal is applied to the bottom left relay. In this state the bottom left relay is high at the output and the top right relay is low at the output.
Closing the switch gives you a flip-flop effect with a bit of an offset at each of the 60 Hz off duty cycle.
