It got a timed indication...
When you press either side the capacitor will take charge and pass on a HI signal via that AND gate to the LED phalanxe.
It'll stop as soon as the energy of the capacitor drops down low or you punch the kill switch which cut the capacitor short.
In real life conditions you need to combine the right indication ON with the left kill switch and the other way around for fast Maneuver on a fast big bike.
If that old time RC timer is too odd for some out there use another 555 or a Schmidt Trigger for precise automatic OFF after minute or somthn

Watch that I took the triangle signal from the 555 cause of that smooth running light effect combined with the AND gates and the Zener diode.
I just integrated emergency lights with two switches that'll be just one in real life...
