We had that discussion a while back, this is a 2bit ADC 0-3 state number 4 you got as present. Suppose to build a 8bit version it would do 0-127 with 7 bits and bit number 8 would give you one extra level 128. But almost half of the levels, 129,130,131,...,253,254,255 are missing. So this is just a 2bit converter.
