Вefore using Li-ion cells, it is recommended to charge / discharge (3-5) them several times. In this circuit, the cell (200 μF capacitor) is charged (green LED) and discharged (red LED) by current of about 0.5 A. The digital part of the circuit counts the number of cycles.
