This is a section of an audio equalizer, representing one single band. You can repeat this circuit section by section and connect all faders/pots in parallel (All Pin 1 and All Pin 3), like the 2 additional not connected pots in the schematic show.
The values of the two capacitors define the bands frequency and their ratio sets the Q-factor (bandwidth).
