The bus is completely passive.
Recessive state:
Approximately 2.5V appears at both CAN H and CAN L lines. by the high resistors in receiver voltage divider circuit.
Dominant state:
CAN H goes 3.5V and CAN L goes 1.5V by the two switches in transmitter circuit.
