This is a Serial In Parallel Out shift register
Inputs are as follows (from top to bottom)
Data Ready
Serial In
Serial Clock
Reset
The green LEDs are the data out.
The blue LED turns on when the output equals zero.
The reset button is just emulated resetting, and the blue LED is used for you to know when it is done. Usually you can just connect the reset input to the reset pins of the D flip flops.
