Can anyone explain why the circuit runs when it should be off (neg switch2 off)? 
As well as whats going on with the capacitor?

I am sure its an issue with the emulator, just want to make sure though.

555 and capacitor are not grounded. There is no way for it to change from low or high output in the EC's ideal 555 model

Addramyrz so instead of leds being on they will be off if built on breadboard correct? (Unable to build at the moment)

Yes. Sorry for delay. Had an eye/face injury. If your near KS come get a breadboard. I have a few spare.
