With a single RC it cant be a harmonic oscillator, cuz an first order RC cant phase shift to 180° So it must be a relaxation oscillator, but with a single NOT gate inverter mosfet stage there will be not much enough gain and also no hysteresis to be one. So all in all this is just an inverting amp with self biasing to supply/2 and nothing oscillating.
