4mF is a very large value for a capacitor, when building this out on a breadboard it would be a better idea to decrease the capacitance into the hundreds of micro farads and increase the resistance of the charge/discharge resistors on the left. Using say 500uF with a 1kR between the cap and the bjt’s base and 50kR for charging/discharging results in a similar dimming effect
