ESR (Equivalent Series Resistance) can be measured by pulse generator, 555 timer square wave output in this case, and oscilloscope display output, A.C. milliamp meter, or A.C. microamp meter.  High frequency of 50 to 100 kHz square wave to make capacitor conduct like wire and then measure voltage drop of aging or high resistance electronic capacitor components.  Vary the 800 uf capacitors and above resistors (for ESR values) to push some millamps or microamps around.
