Rb=((Vcc-Vbe)*hfe)/Ie

Vbe=0.7V; Vcc - Supply voltage; hfe - current gain, given by manufacturer or multi-function tester; Ie given by multi-function tester

Rc=(Vcc-Vce)/Ic

Vce usually half of Vce=Vcc/2; Ic=Ib+Ie. As Ie>>Ib can approximate Ic=Ie
