Operation -
Position unit off ground 1m typically, Earth is Negatively charged, polarity of Van de Graaf Generator initially same as Earth so charge negatively. Like charges repel the Ionosphere is positively charged so opposites attract, unit ascends.
When heading to the Ionosphere cut the charge just before and discharge unit neutral buoyancy, as momentum carries through the boundary positive air charged plate/plane, reverse polarity to positive with Van de Graaf Generator back in repulsion mode again like charges repel and ascend once again.
Preferred Direction control using a surface charge.
Disrupter using pulsed d.c. Voltage to patches on the spherical craft, varies the surface charge mode to attract or repel by cycling the pulses with either plus +ve to 0 or minus -ve to 0 polarity.
