Step-up oszillator with mosfet Not working

I cant figure out how i get the data set oft an mosfet. From data sheets to EC 
This shoud multiply the input voltage from about 100mv to 5V

Can someone help me with the mosfet issue?

what's the source of this circuit? it looks terribly wrong to work as a boost converter, something essential is missing to make it oscillate or even switch the fet on
